reflection Philippines hostage case, the goal of international anti-terrorist cooperation and performance, is a question worth considering. I believe that this reflects two issues, namely the US-led anti-terrorism cooperation has directional bias. Second, China should deepen anti-terrorism cooperation with countries in Southeast Asia.

In fact, the “9 ? 11″ incident, the Philippine government to strengthen anti-terrorism cooperation with the United States, signed a lot of anti-terrorism cooperation agreement. The United States to the Philippines provides a large number of anti-terrorism funds, equipment and training. Philippine government is also trying to become the leader in anti-terrorism cooperation in Southeast Asia. But this incident, these do not seem to enhance international cooperation in the Philippines social security governance capacity, and even the capital’s anti-terrorism and security capabilities have not improved much. Why? In fact, these anti-terrorist cooperation focused mainly on strengthening cooperation in the military field, in the consolidation of political union or quasi-alliance, focusing on only the combat capability of individual units, rather than the police and intelligence departments of the daily security capabilities, only on political the actual impact of neglecting the counter-terrorism capabilities.

in the past between China and the Philippines and other Southeast Asian countries, there are some counter-terrorism cooperation mechanism, but mainly some principled framework agreement or declaration, or a number of international organizations under the framework of exchange of intelligence information, much far related to the daily security and counter-terrorism. It now appears that enhanced cooperation with relevant countries in counter-terrorism cooperation, China has become an overseas safeguard the interests of protecting the safety of overseas Chinese citizens whom will move. As the existing mechanisms for international cooperation against terrorism is too concerned about the political and military interests, China’s future international cooperation against terrorism should focus on three areas:

first, to increase partner’s daily security and counter-terrorism capabilities. China in this regard may not be the world’s most advanced, but given China and the Philippines and other countries in the economic development level, social status and cultural traditions of a similar nature, China’s experience and equipment may be more applicable than in the West.

second to help countries develop and implement emergency response programs. If you allow the Chinese authorities to participate in action, will be rescued more compatriots.

In fact, the grief of the Philippines, China and the shame is that this incident the two victims. The two countries should learn from their mistakes, the crisis as an opportunity to seek to establish long-term anti-terrorism security cooperation mechanisms and take preventive measures for the benefit of both peoples.
